Originally written in French and published in Brussels by Misch and Thron, for the Interparliamentary Union, in 1914. An early work by the author, a prominent professor of international law who was on the faculty of the Graduate Institute of International Studies in Geneva from 1928 to 1959 and served as secretary general of the Institute of International Law from 1950 to 1962.
